I've outsourced a few billboards larger than that from a reputable company/ merchant member here on this site and if I remember correctly it was 13 oz. material. Not sure of the denier count but they specialize in this so I trust the product. Proper installation is key of course.

Too high of a heat setting most likely. Lower the heat first, try a different roll. If it doesn't print any better clean the encoder strip.

Probably being overridden from your software... Heat settings can be set from the printer or from your software. Pick one way and stick w/ it.

Baked white aluminum? For large areas/backgrounds scuff it with a 3M Scotch-Brite Pad to give it some tooth and oil base enamel adheres fine. No need to prime.

Final cleaning should be w/ alcohol not water.
