My initial reaction was media as well. Are the ink and paper compatible? Is it even design to be printed on? If it is, it looks like the coating isn't evenly distributed and the ink is soaking through in some areas and not others.

Me thinks it's a routed painted green aluminum panel with a rectangle of white translucent plex/lexan taped or stud mounted to the back of the aluminum with translucent red vinyl lettering. If you really want to know you have to take a face out and look at how it is constructed.
