One of the most common ways is to VHB-tape aluminum angle to the ACM panels. The angle can be drilled or through-bolted to the sign frame. It's also not uncommon to build slip-over cabinets that simply slip over the sign frame and don't require actual fasteners (depending on the design, of course).

I would ask what YOU would want another sign company to do if a customer walked in with YOUR artwork and asked them to use it...?

Also, make sure you understand how the ordinance is written. Do they "box" the graphic as a whole or "box" individual sections when calculating square footage? That can make a huge difference.
