We have used every version of Corel Draw from 11 through 2019, including X8, and have experienced no such issues with eps files. Somewhere, something installed wrong or is set wrong.
I've never done an FDC sign on a diamond blank. They have all been white signs with red letters, and a rectangle just a little larger than the letters. 6" letters on a 9x12 if I remember right. But, yeah, seamed on a 24" sign is a bit odd.
It's a lot easier in Corel Draw because it can all be done within Corel Draw. But in Illustrator you can use Excel and do a data merge. Google sequential numbering in illustrator and you'll find numerous Youtube videos showing how.
I wouldn't use a heat gun. Too much risk of overheating when you try to cover a large area like that. Just a hair dryer would do. We don't usually worry about the minimal amount of silvering we get with our GBC laminator, but we try to keep our work area around 65-70 degrees in the winter.

Yes. Use the media creation tool to either make a DVD or a thumb drive for install. Disconnect the internet and run the upgrade. When it's done, reconnect the internet, let it find as many drivers as it can, and then manually install what it misses.
If you want to do a clean install it's still free. As I said "if you're computer savvy", which means you know how to check to see if there are drivers for your hardware.
