The only solution I know (if the poles are strong enough) is a steel cable turnbuckled taut, preferably top & bottom and then grommets w/ hvy duty zip ties every 2 feet or so and heavy bungees to the pole at the four corners. Would cost more than the banner though.

Boy, that sucks. No matter what it's going to cost the local sign company. Unless the franchise owned the signs or had a right of removal (including the can) which doesn't sound like the case there is trouble coming. They may have had the right to remove the branding but not the the actual sign...
Started part time with a local sign guy after high school. Went to Butera Sign School in Boston '74. Been at it one way or another ever since. Current shop started in 1990, bought out my partner in'99. We are a 4 person shop doing a large variety of commercial sign work.
