The way it used to go back in the days for the graphics people were they would print on backlit film, it would be slid between 2 sheets of acrylic with no adhesive.
This way the store owners could change them next month themselves.
The error is from the subtank not going down in ink volume enough.
This is typically caused by a cap that isn't sealing and needs to be replaced.

Press control while clicking cp manager version number.
Go to Actuator tab, select ink pump 5 and send ink to cartridge for 2 minutes then stop with pump closed

I wonder if it's the same problem we see in Epson inks and everything from Asia- USA Ports are barely unloading ships and causing huge delays.
Someone gave me a 28500 as a trade in years ago and I was going to throw away.
I took the back covers off and tested electrical and found the circuit breaker was malfunctioning.
Couldn't get one from HP so I googled the name that was on breaker and found a replacement online.
Cost me $150 and...
Replace it with a printer that doesn't use thermal based heads.
If you're tiling out jobs you want Piezo heads.
Most customers have acquired an Epson, OkiData, Mimaki solvent printer and keep their latex for small jobs.
Epson is releasing their own Resin (latex) printer

Best bet is high end cast wrap film and cast laminate.
If you laminate twice you might get better results.
Charge price should by how long they need it.
