2)Ask the distributor were you get your vellum from to sell you a can of "toner enhancer" This will make the toner "spread out" after you spray it filling in the shallow areas.

I've read that proper way to deal with a grayscale with color image is to build a pdf so the RIP can manipulate and color process each "section" of the file independently.
I got some sample prints the other day. For the maintance and cost involved I wasn't too impressed.

Little tip for long prints. The folded edge of the backing paper can be "hooked" onto the leading edge of the substrate, after about two feet the substrate itself will pull the backing paper off the vinyl.
First make sure you file is the right resolution. Since it's 3/16" text I'd stay at 300ppi.
Then calibrate your bidirectional, slow down the speed, up the printing resolution.
If still blurry, stick to unidirectional and lower the head height.
