Sub your prints out to a company who does volume, schedule properly, save your money and when you think you have enough demand then get a printer. This is the best method for your budget.
Just t do it , but you might can make the most of it by calling the local paper and make a story of it giving you and the client exposure. Just an idea.
About a 1 1/2 yrs ago, the Roland rep/service man here told me that some guys in I think Auburn, Al modified a Roland 540 to print on substrates. I would like to see what they did.

For a sign shop this is a lot of man hours and equipment finding route plans etc.
Seen whole parking lots trenched before to re-run service to all the lights.
Saw this old lady in her yard tending to her flowers naked and took her a sheet.
Really happened called her daughter to let her know, she moved in until the her mother passed.
Get it while you can, put up an awning tonight in the cold for a candy store "all natural" finger tips and ears hurting but the candy was good! sometimes a little rush job aint so bad but others run the blood pressure up. That's what we do. I'd rather bi5$#h a little and do the job...
There is always someone who will do that van for that price, don't under estimate a broke a$$.

There is a service hall to the restaurants in the dining area and anything can happen at night in the mall. The night I installed the signage I could have taken anything that wasn't locked up and no one would have paid any attention.
Absolutely possible to be an Insurance scam as mentioned but...

Update:
The Guadalajara sign has been stolen along with ALL the new restaurant equipment. The sign is a 1 of and should be easy to remember so if anyone is out eating and you see this then PM me.
The store was in a mall and had been closed for a short time. The mall knows nothing...
In my earlier post where I posted two pics of old signs I made, the church sign was all aluminum using Sherwin Williams direct to metal primer paint then bordered in WB dark brown using a WB clear coat and then applying vinyl.
The sign was damaged in a tornado and during repair did I find out...
I have had luck with some water bases adhering to old enamel, the premium water bases have good adhesion properties and don't fade/oxidize as fast as oil based.
I would use a good primer, paint the backgrounds with aWB gloss or flat and any trimmings with oil based and you should be fine...
