$15+ an hour is reasonable depending on your market and what responsibilities you REQUIRE of the person.
As for the if they don't work out ... that is quite easy, start them at $10 an hour, tell them at 8 weeks if they work out ... you'll bump their pay by atleast $5/hour and if they are...
Is it an authorized retailer or reseller? Are they going to sell accessories? are they going to concentrate on the iphone? do they do repairs to the iphone? etc. ask your customer these things. go from there.
Had a customer a few years back that we called "micrometer man" ... his entire job was making sure all the fleet vehicles looked same so about every other truck (3-5 per week) he would come into the shop to measure all the graphics make sure they would be the same .... with a micrometer. Not...
What the crap ... just short of 4 feet of vinyl used (whether you installed or not) i would have charged him $110 as a whole. ... even if you use a 15" roll you will be left with a 6"x46" strip of SCRAP that you will then need to find a need to re-use it for and charge for ... this should...
Figured I would start a thread about this. I was flipping through my sketchbook and realized I had a ton of fun pages that I enjoyed sketching while on the idle moments when designing for a customer that ended up going unused or passed over. Thought I would share one see if anyone else wanted...

Sadly, like others said ... if you want someone "on-staff" it will be hard.
Freelancers are generally going to be just as busy as yourself or have odd hours. Just plan ahead and expect a 1-2 day turn around.
interesting feature now. Personally, I think this would be considered fair use if they aren't going to be making money off it and it seems to be a parody of the original for a satire purpose. The original should be attributed to though.
Customer a few years back came in with an 8 gig flash drive that had a 7 gig psd on there. Customer said he couldn't open it and wanted to recreate the art for his vehicle graphics ... after 30 minutes of it loading came up to be a logo of an arrow and some helvetica text with a drop shadow...
you need to learn how to make compound vectors and learn how order of objects affects an item.
You need a tutorial or 4. Learn the basics of corel, it will save you from asking about that issue right there.
My Vector Art cd also has bitmaps not just vector, ensure your files are properly imported (as they can be imported as a bitmap) and that you are in fact not loading the bitmap files.
You may need to just suck it up and invest $100 and get flexi starter...
since it wasn't really stated that you know that you are indeed cutting vector files and not trying to take jpgs or gifs and throwing them into corel and trying to cut those ... except the one time "yes i'm cutting vector" ..
