Does this affect printing somehow?

Are you using ink jet vinyl or just regular translucent vinyl? This makes a big difference. Can you share a picture of the speckling? Usually when it's random spots, there's contamination of some kind. Machine problems tend to show up as more regular issues - usually linear in nature.

The top fans only come on when the head gets to a certain temp, which should only happen when its' printing. The fan in back runs off of a different circuit than the rest of the Edge. So the power supply could be bad and the fan would still run. There are several sets of terminals at the back...

Do you get stiff resistance when syringing from the cap or do you suck air?

Can you syringe ink above the dampers? If so, the problem is in the dampers, the head, the captop or the pump. If all colors are affected, then it's most likely the captop or the pump. Very seldom will all dampers go out at the same time. You can try to syringe between the captop and the pump...

If the cutter goes down, then the cutter down position is probably ok. Stop messing with that. If it doesn't stay down the something in the sheet cut mechanism is messed up. Usually I've found that the spring in back is missing or disconnected at one end.

Unplug the ribbon cables from the head board, replace the fuse and turn it on. Then turn it off and check the fuse, if it is still good, your problem is in the cables, the carriage board or one of the heads. Plug components in, one at a time till the fuse blows and you'll find your problem.

If you're wanting to do banners, skip the 300. Go for a 540 minimum. If the 640 is a good deal, snatch it up. Whether you use the full 64" or not, it will serve you well.
