Have u solved ur problem? We have a hybrid uv printer and we also had the same problem. We have installed an ionizator bar on it and the problem is gone.
Does it stop always at the.same spot?
If not I don't think it is the encoder but the timing belt or the driver wheel of the motor is worn out. Get a new one and replace them. These are cheap stuffs.
Or the blue belt can cause movement failures too if it slips.
Keep that bad part and show it to a local cnc lathe specialist and have him reproduce by the old one. It would save you money too if next time one of the rollers goes bad. On the original part they are pressed on so they cannot be changed.

I think it is a winnable case. And for HP it will be a bad pr if it is not cooperative. I think a lot of us had had headaches in the past because of this bad ink situation and what HP have done just changed the ink to a bad one too and so on. No real solution.

Anyway, do you have the new piece of that aluminum? If you do it takes about 2-3 hours to change. You can do it by yourself but I suggest you to have someone to help you. Just for like holding the cart or hold pieces together until you are screwing.
