Update:

Upscale in Topaz.
Image Trace > High Fidelity Photo in Illustrator.

Dang that doesn't look that bad.

We're still arguing back and forth with the client. They live traced the original tiny jpg and the results are what you would expect... but they "provided a vector file" so why are we still complaining?
I just don't like making bad signs..
