My guess is they're trying to put an old trailer into service but don't want to spend a lot of cash on it. They probably used cheap paint, most certainly not the kind of paint that should be used. We encountered this same scenario, but only with a skidsteer. The contractor brought it in for his scheduled appointment without telling us that he had it painted over the weekend. The paint was still tacky in some spots! He insisted we letter it despite all the reasons why we shouldn't. In the end, we lettered it to the best of our ability, peeled off some paint in the process (which we told him would happen), received payment (with a PITA fee included), & sent him on his way with absolutely no guarantee. Since then, he has been back for other projects but I keep forgetting to ask him what happened with the skidsteer. Either it's holding up to his satisfaction or it totally failed & he doesn't want to admit it.
