Yep...can remove / bypass fluorescent ballasts and run 120 VAC directly for LED lamps.
But on the other hand, that's some first class work with the "glass mounts" and the cable ties.

That happened to me too last year, we found this in a sign we had to repair.

I would have used black zip ties, they're UV resistant.
