Some grungy fonts like Veneer or Eveleth have some alternate characters so the details in repeated letters don't look the same. But the number of alternate glyphs is limited. In that "groom room" lettering example all 4 "o" glyphs look different.
It's likely the artwork started out using a regular font. A faked small capitals treatment was applied. Then the grungy stuff got applied in an app like Photoshop.
