Some grungy fonts like Veneer or Eveleth have some alternate characters so the details in repeated letters don't look the same. But the number of alternate glyphs is limited. In that "groom room" lettering example all 4 "o" glyphs look different.

It's likely the artwork started out using a regular font. A faked small capitals treatment was applied. Then the grungy stuff got applied in an app like Photoshop.

Agreed. The font is separate from the spatter patter which was added as the fill to the font

Source Serif Pro Bold is sort of close. but not as Funky

I couldn't find this exactly, it might be a composite of 2 fonts. I used Evans Bold and offset set to rounded. It is not exact but I bet someone who is not a designer won't notice.
