That's what I think of when someone calls it "foam core"...

What else could it be? (honest question - I don't presume to know every thing about all substrates in existence).
Well stuff like HDU is often called foam, when it's unpainted it's surface is fairly fragile, like foam, but it weighs way more than styro or anything of the sort. PVC sheeting is a form of foamed PVC that I've heard referred to as foam, and then there's Ultraboard's ultrafoam that is a very light foam with metal faces, meant to make 'high end' signage for 'relatively' cheap. (even though every time I've used it I needed to order a case to ensure I got one good piece and 4 extra sheets doesn't make for a cheap
sign.)
I just can't imagine ordering/producing acrylic letters and slapping them on
paper.
So, this customer wants your gaze to go to the middle of a desk and downward when first entering the room. How frickin' stupid is that ??
Signs are meant to lead someone to you, not divert your eyes to the floor.
Hey man, cut me a check and point where you want it placed, I'm over trying to help a customer unless they are asking for it.
Besides, this is probably just a 2.5"x8" placard that says reception.
