its already established that reading is hard for some people that would rather just parrot
the tldr of it all is that congress granted the president this authority, and it is not up to scotus to reinterpret assumptions.
they could always just nuke the filibuster, reopen the government, and pass more than three bills in this term that may/maynot include provisions for the extent of emergency authority
...but everyone's too hellbent on optics prior to the midterms, and are paid regardless of how much they actually get done anyways so why bother.
either way, no kings here. just your daddy and an inefficient bureaucracy that just keeps growing in numbers & incompetence.
