Seems like a post embargo for new members or maybe some sort of challenge to prove humanity is in order.

When I get a spam/scam email I open up the source code or headers and copy them to a text file. Then I attach that and forward it with the email to appropriate abuse emails. They can see the account and shut it down. Then the scammer has to take 11 seconds out of his scamming time to make a new scam email source.
