I'd strongly suggest upgrading to XP and possibly a newer version of CorelDraw. In the meantime... have you tried to reinstall winplot?

That looks like a standard IDE hard drive cable. If so, it should be fairly cheap to repair.

From what I understand you don't need a special press to do dyesub. The difference is in the application media. (I may be wrong)
