Actually 3M recently released 780CR and it is far superior to 680CR. It doesn't bruise nearly as easy, more conformable and reflects from a wider angle.
The shrinkage has nothing to do with the 1360Z, you are using a calendered vinyl in 2105. We use a large amount of 1105/1360z for full wraps and just about everything else on vehicles and never have this issue.
We did some golf carts with IJ180 over 5 years ago for a police department and they are still in great shape (considering the abuse they take). Most golf carts are painted plastic and not low energy plastic so the high tack ATV/MX vinyl is not really required.
Check the humidity in your print room. My guess it is high. Get a dehumidifier and manage the humidity and it will cure a few of your problems (buckling, jamming, moisture on windows etc.).

I have used the convex chrome material for football helmet decals and it works good other than once you laminate it you lose some of the pure chrome look.
I had the exact same issue a couple of years ago and it turned out to be a slight leak in the capping station. I would replace the capping station and dampers with oem parts.
Does anyone have excessive buckling and headstrikes on the L360?
This is typically happening on lower end material (calendered) offerings from both oracal and avery. I assume heat is a factor but I don't have the same issue on our L26500.

Ink limits are surely too high. One other workaround to try would be to check the humidity in the print area. If it is in an enclosed area and the humidity is on the high side (>50%) you could try a dehumidifier to bring it down.
