How is this being cut? The edges look rough in the picture, maybe just the picture? The roughness in my experience often means micro cracks that turn into big cracks when any pressure is applied later. Could be as simple as a bump and they'll show up anywhere in the panel.

Personally, I wouldn't even bother with spray laminate if it isn't anything that you have on hand. The vinyl adhesive will fail long before the color fades and the spray laminate won't stop that from happening. His need to save money isn't worth your time trying to make something that will...
You can apply the reflective over the laminate. I wouldn't put the reflective under the laminate as air will get trapped at the edge of the vinyl and I've seem premature material failure because of it.
That is what the test print looked like for my printer when the head was due for replacement. The head was past projected life span for me.
Are you getting overspray? I had that too and was told it has to do the the head misfiring.
