Are you sure that the problem is not something in your rip or print software? The sample you provided is a screenshot that appears only when you adjust/create artboards. They disappear after they are set.

the only way I know of this is to have the navigator panel open Not sure how or why you want the outer frame removed though. It contains the arrow sliders to allow you to move around. I don't see how you can hide it anyway
