Retail we are at $3.50 per square foot(not including art) stitched/grommets and are on the higher end in town. There is a place in town with heat welded seams and grommets selling to the public for $2.00 per square foot. Quality of print is lacking but nobody cares about that I guess.

I would say its not curing because the ink density is at 120%. That is pretty heavy on the ink its putting down. If the ink needs to be at 120% I woudl run more passes which slows the printer down to give it more time to cure and possibly increase the heat. I run most of our profiles at 90%...
Inks for my 24f from EFI are $199.00/liter for CMYK. If you go into the super wide H5 the inks are $1365.00 for a 5 liter container or $273/liter. So the larger printers are not necessarily cheaper on ink cost.
The "semi truck sized printers" don't print that great of detail. They are for larger signage that will be seen from a distance. The ink droplet size is much larger.
I print Clear Focus Econoview all the time for short term graphics. I don't have any issue printing on our 560 with it. You need to play with your printing setting to get it right just like any other media for the latex. My guess is the heat is too high. We are at 12 pass/194 temp and 90%...

We are lucky enough that we have a Zund cutter router that we can load a 150' roll and let the machine go at it. Before the zund we would standard cut the vinyl and weed it out then cut with scissors into smaller sheets or individual decals.
