Different plotters make weeding easier. We have multiple large format Graphtec FC9000 plotters, but we'd never cut small text on them. We use our Gerber plotters for small things like this as they are much more accurate, making for easier weeding.

Spreadsheet is fine, use Google Docs/Sheets and share the spreadsheet link with everyone. They'll see real-time data on the spreadsheet, just limit who is an actual editor of the spreadsheet.

We stick to ABS just fine for a few customers, but the sheets we use are rough on one side and smooth on the other side. We stick to the smooth side with regular old 3M 220 and 180c. For the rougher side you're going to want to use something like Arlon DPF8000 or Avery's high tack vinyl. FYI...
