Does your software not allow you to do negative angles? I know in Illustrator you can adjust the slant/angle of any font. Think of it as a faux italic

do a negative outline (inline) of each state. They will be distorted (lose some detail) but it will work. Just don't pick too much of an inline. Then delete the original outline shapes
