I've never had success with face-printed clings. I always reverse print on the rear of clear decals.

Our installers are really loving the mactac b-free products instead of the traditional wet-installed 3m for large panels like this.

I would recommend a used Epson 70670/70675 if you want cheap with white ink. Should be able to pick one up for just a few thousand.

I'm thinking it is a media issue. We run a LOT of materials through ours, but we do not do wallpaper. Never seen anything like this since we had a latex and used incorrect materials a couple times.
