We have only used Avery Chrome wrapping material, and at the price point - it had better not have any defects!
Otherwise we have ALWAYS used 3M 1080 solid color wrapping materials and NEVER had an issue like this. We wrap a lot of solid colors.
I am not exactly sure what types of supplies you regularly order, but I recommend giving Advantage Sign Supply a chance as they have always been GREAT to deal with and they are also local to you.
Print it reverse on clear with an inkjet printer and laminate the back with a white vinyl?
Or print it to the face of the white cling for reverse viewing?

Here is a template I made a couple weeks ago for an EZ GO RXV golf cart.
It should work well for you, but I do NOT recommend wrapping the roofs of these due to the insane recesses.

Most of us can't switch out our inks with fluorescent inks to print a couple race car wraps so custom inks are pretty much ruled out...
I would suggest that it could be accomplished fairly easily with a standard printer that prints both CMYK+white.
And by printing onto a solid color wrapping...
I would recommend "piecing" out most of the aspects of the projects out at first and then trying certain pieces yourself on different projects as you get more confident/experienced. Don't worry if it takes you a while to get certain things down.
Hire an EXPERIENCED designer to do the art...
You may want to have the windows checked to be sure applying that much vinyl of a solid darker color will not damage them in extreme temperatures.

Good plotters, but getting older and harder to find parts for if they break.
Not sure what all software will run them besides Gerber software. (does it come with software?)
Ground the printer frame itself well (get it off carpet if possible) and go on amazon.com and find a couple cheap anti-static things (I hear the tinsel-looking ones are particularly effective) and try them out. No idea why/how exactly they work, I haven't really had static issues that I can recall.
