We doa lot of drums for a local company here, and we use 3m 680 (reflective). We also Edge Seal EVERYTHING, including the factory decals for them. Haven't had any troubles.

Is it a spot colors with transparency issue? Are there ANY spot colors in your document (including registration and CutContour)? If not, I would put a clipping mask on the artwork of flatten it with the matching black background Photoshop and drop it back in without transparency.

If you do a lot of striping look into picking up a sprocket-fed plotter like a Gerber. They are awesome for cutting long striping. I have found that how the vinyl roll is resting on the plotter rollers is very important for straight tracking on our plotters here, and using the spool holders...

Are you SURE that the vinyl isn't defective? Or that static isn't putting itsy-bitsy pieces of lint/etc on the actual vinyl surface? You would have to have a loupe or a digital camera with macro setting to determine that.

we laminate all of our printed 3m reflective with 3m 8519 unless customer-specified for gloss.
