    Looks to be enamel with embossing. We have old signs we made from years past. Also have some old plates used for embossing and rubber transfer. Rather amazing how clean some of the lettering was without using type or computers. I would suspect the sign is not as old as you would expect though...

    In artbot's situation, printing then wiping off with solvent may work as it is aluminum. We have often cleaned off a print on metal then reprinted. Just make sure the solvent has had time to fully evaporate and the surface is dry.

    We have run that image before without problem. You just need to be on the high end of line count to keep a smooth gradient. Kind of depends on your capabilities and how large the run is to be whether it would be economical for screening as opposed to digital printing.

    Try pulling the hose to the pump and see if you can get ink to come through the head by pulling a vacuum on the line. If so, then it is probably the pump. You also might want to check the ribbon cable to make sure it is firmly seated. The pump would be my first suspect.
