It may not be just the margin marks, there could be something else going on like a break in the line as well or the file isnt set up properly. To test this, try and draw an actual box around the circle and then send that. That way the margin wont be a factor at all. See if it still misses.

I've always used PrePress U.S. but recently switched to using Sign & Display and I agree, the color is much more prominent. I'd go that route for the best result. It does use a slight amount more in the ink but if you're charging appropriately you wont even feel it.
