See if the photographer can provide the files as tif instead of jpg, also find out what colorspace he is using, "Adobe Rgb", sRgb, etc...
But if the photographer can't take a good picture to start with, you're always going to have issues.
Probably not what you want to hear, but head replacement and adjustment is something I have always paid for a technician to do. I'll do pretty much anything else to my Rolands, heads are just to valuable for me to screw something up.
At only 4995 for the trailer, I think you are leaving money on the table. But if thats' your local market, then oh well.

Replace the capping station sponges and the reservoirs.
Medium clean a couple times and test print.
If that doesn't work then try drawing ink with a syringe.
Test print again.
If that doesn't help, get some cleaning carts and do a purge and pump up.
Test print again.
If all that does not work...
Told you it has been a long time since high school, but yes, the cord would mitigate the spike.

Been having an interesting issue with electric in the shop.
I am running a shop vac and a panel saw on the same circuit. Nothing else on the circuit.
Turn on shop vac, then saw, poof! circuit breaker blows.
Replaced the outlets, they were very old, everything worked fine for 2 weeks.
Today...
Part of the price these agencies charge is how much pain they have to deal with in a large corporation. It is the definition of design by committee when you are dealing with them.
Sometimes its kind of nice when you get a phone call at 4pm and they need 20 4'x8' banners by 8 am, and you can say no problem, I have the material in stock!
Don't forget the rush fee in that situation though.

I have been using Triangle bulk inks since 2006.
I have been very happy with them for all of that time an I have wholeheartedly recommended their bulk inks to anyone that has posted here asking about them.

Looks like the capping station is out of alignment.
From your diagram, that would explain needing to siphon inks.
Ask the tech how many shots the black printhead has, if more than 6 billion, then yes, probably need a new one.
Used to order stuff from Laura at Royal Banner in Denver, she was the greatest. Then they became Sign Supply USA, and I had to order from Dallas, then they became Proveer. Proveer closed the Dallas office, and they had the best banner sewing people in Texas IMHO.

I have acquired one of these printers after it had sat for a while, can't seem to get the yellow channel back, so I need to figure out how to get at the lines for some syringe action.
