Our settings for banner stock are:
Pre-heater 40C / 104F
Platen-heater 40C / 104F
After-heater 55C / 131F
Media type set to "Banner" and Platen-gap is 2.0.
No buckling on our 80600.

Even though the machine is 'newly installed' it's a 1260 so I'm assuming not new from the factory to you as the 13xx has already been out for 3 years.
We don't do the installs, so can't give you first hand information unfortunately.
It's a polymeric material with a matching laminate, so imagine there's a moderate amount of flexibility in it.
The high tack vinyl helps a lot with low energy plastic adhesion though.
EED isn't really required if you have a RIP you've successfully configured.
We only use ours to set up new media types, as it's easier typing the new name into a keyboard than trying to use the printer control panel.

Our Graphtec cuts more accurately than our Roland VS540 ever did, so I wouldn't want to assume using the same machine would be more accurate at all times.
I'd just get a truck with a tail lift. Wheel the thing on, strap it down carefully then relocate it.
I've moved a couple of wide format roll machines before and it wasn't too stressful.
Not sure if the Epson has a "relocate" feature which will dump the ink out of the head/lines for transportation.

PCWALL might be what you're after. Watch the video to see a sample.
It would not be a good choice of machine for that sort of job. They use dye/pigment inks which do not last long term outdoors and primarily use paper stock which won't handle outdoors/weather for very long.
Latex or solvent are your best suited machines for this.
We use 2" welded hems on all banners. We print and cut to size, then weld the hems.
I've never put any thought into rolls being made for certain job types. We use 54" for virtually everything except 60" for large canvas prints.
We have an FC8600 with the perf cutting channel. It works very well and doesn't destroy cutting strips like our old Roland used to.
