If you're just cutting vinyl I think you should leave photoshop out of the mix and do all the vectors in Illustrator. That's it's specialty.

I fill any voids in the edges with exterior spackle - sand edges a little round - prime with exterior latex primer, the edges twice - paint with marine enamel. Never had one fail - some I've done are still looking, and holding up fine, after a dozen or more years

What program are you using to cut from Illy? I"m mostly using Signcut X2 to cut from Illy files and I know it won't cut open paths. Perhaps the outline nodes of the letters not cutting aren't joined somewhere.

I was thinking of blasting around that shape then adding a cnc cut alupanel or sintra compass rose on top which would either be painted or have vinyl applied to it. The east/west points would lap over/lay on top of the letters either side.
