That isn't really "banding" in the traditional sense if it runs perpendicular to head travel...as this appears to be doing. Have you played with heater settings at all? It looks like improper heat and/or dirty encoder strip. Have you cleaned the encoder strip at all?
As a starting point, try using Output for Professional blah blah blah. I have modified mine further, but don't havde access to it right at this moment. This will get you close, but you'll likely need to change some other settings to get it better.
You could probably use just about any normal vinyl...not necessarily print media...something like Oracal 751 or 3M 7125 or 7725. However, unless you are only printing black or backing this up with white, you will be disappointed with the colors of an inkjet on clear media.

If you are there to take the photo, why not take a measurement? You really only need one measurement, though two are better to ensure your aspect ratio is correct in the photo. I do this all the time and it's rarely off enough to make a difference.
