Maybe shoot for a complimenting color. (If you make a color wheel, the color directly opposite is it's compliment) And use the base color as a additive and not a hinderance.

Have you tried changing the color break down to 0/0/0/100 - I do know that most rip softwares will always convert 100% black into a four color but maybe the 100/100/100/100 is to much color mixutre. Our four color black is a break down more like 60-70% on each color. Just a thought...

In my experience any thing with a matte finish -laminates or others wise - will solve glare problems caused by flourescents.
