I wouldn't call that ghosting or banding honestly. To me it looks like a processing error. Basically, the computer in the printer that processes the RIP data seems to be malfunctioning. Either that or possibly an encoder issue but I've never seen an encoder mirror an image.
Yeah something like that or maybe a bad cut strip or blade holder. There are usually alignments that can be done too. If you are print/cutting, there's an alignment for adjusting the position of the cut but also there is usually one that adjusts repeatability as well. Unfortunately I don't work...
Cutters don't have a linear encoder like printers do and depending on the manufacturer, it may not have one at all. If there is one, it's a disc inside the motor. Your issue is more likely an alignment issue or a failing part.
I'm highly skeptical that there is genuine Roland ink in those cartridges. If they work and save you money, more power to ya. But I've sold genuine ink for Roland, Mimaki, Mutoh, and Epson and $85 is less than cost for dealers.

Once it boots up, you should be able to go into the menu and there will just be new item called Service Menu. In my experience it usually doesn't look like you've made it into service mode until you go into the menu and see the new item.

Check your cable connections for partially plugged in cables, damaged leads, corroded or dirty leads, anything that would cause a short int he head circuit. Basically the head signal is getting messed up due to a bad cable or even possible damage to the head or one of the boards.
Your cap top is probably just worn out. You could pop a new one on fairly easily but a whole new station will also do the trick most likely. You probably just aren't getting good suction.
