cartoon effect could mean many different things. Can you show an example of what type of look you're going for and the image that you're wanting to convert from?

While the term "vector photo" may be an oxymoron, it is very much possible to create a photorealistic vector image. I haven't found one of the earth yet, but check these out to see some examples of what is possible in vector if you have the patience to learn the mesh tools...
It's a thermal inkjet not an solvent printer though. Maybe we should ask what you're trying to produce?
There are heat transfer materials for any type of printer. Joto comes to mind as one that makes transfer sheets for laser, inkjet, and dysublimation printers. I've had fun with their laser...
Actually the lines are pretty clean to create a vector version of. But first, go back to where you photographed it and take a better camera with you. You could also go the AB website and request it.

Interesting side rick, but is that "wild style" graffiti on the old side too? I tried tagging when I was a youngin' but it didn't take.
Ok I have a customer that wants a design done. Said he wanted to use the "Brooklyn Kid" font for his business name. It's a horrible font but that's neither here nor there. When showed the proof to his partners, they said it was too "old school" and that it need to more "new school."

depending on the laminator design, if the lamination exceeds the size of the piece being laminated then you need the backing (kraft paper usually) to prevent the machine from laminating itself and thus jamming.
... and yes it's a conspiracy ;)
It's marketing collateral... with the size mismatch, then an additional item can be sold, i.e. the backing paper.
Same reason that hot dogs and hot dog buns come in different quantities.
