I know this is an old thread but I don't understand why you don't layout the vector design (sized) in Illustrator, then import into Photoshop and add your effects. As long as you merge your layers together (not flatten) and still have a transparent background, you can contour the design out...

One thing I like to do is print on optically clear laminate and overlay that on a good reflective film. Just about any of the 3M reflective vinyl works well. No drying time and all the reflectiveness.
