The specs on the evolution don't even mention ACM panel .. I wouldn't chance it .. It looks more like a table cutter for softer substrates only.. The keencut looks like the way to go .. It will do everything you need.. Not sure why you don't like using a table saw or a panel saw for the acm...

We have an oce, and have experienced the same thing in some situations.. One thing we do is apply a white vinyl over the back with the laminator, and then stick the VHB to that.. That can cause the same issue though, if you have to remove the VHB and the vinyls pull away too.. For soem jobs...
