What features made you want to switch from 19? It's literally the same program that it's been since Windows 98. You could switch to Corel or Designer, they both have no subscriptions.
WELD-ON is for bonding acrylic to acrylic or some other plastic. Not for bonding to aluminum. I would recommend using stainless painted screws, or painted rivets. You could also try LEXEL clear adhesive, but I would still use at least a few mechanical fasteners just in case.
I have the weber one, and also a homemade one using a boom handle thru the tape roll, mounted between 2x4's with holes drilled in them. They both work the same.
This was made with spare junk someone had laying around. Depends what they're willing to spend on another one. I'd use wood posts over 2" square tube for a 4x8.
