Can this be cleaned

I noticed this sign, I have seen others like it before. I assume cheap vinyl. But can it be cleaned? What would you use to get rid of the white streaks?

Try some cheap baby shampoo, water and wash gingerly.

RapidRemover/GooGone/Citric Cleanser always takes it away.... plenty of clean rags and clean thoroughly and the white smearing is minimal

best cleaner for this soft scrub, lather it up good and rinse it good. we do this when someone brings us a van that has oxidized!

I've had good luck cleaning some old substrates with the Mr. Clean Magic Erasers. Or the Dollar General kind.
