Sounds like old fashion city specs. Many years ago a city near me spec'd out canvas type banners like that and we had to have them made a company that makes sails for boats. Maybe they could make one for you if you have a company like that near you.

Yes the City specs. In the past sign shops have tried to do it differently and it gets rejected.
