In Canada you need to prove you've looked to hire someone qualified for the job and were unable to find anyone qualified. I agree that it's jobs people don't want to do... but not because it's shitty jobs, it's because it's shitty pay. I have a buddy who works in sanitation going around with a big hose sucking up shit from porta potties all day... He reeks of crap no matter how many times he showers... but they pay $30 an hour.... If you pay the right price, any job is a job someone wants.

They keep the ad up for the required amount of time, they dont interview anyone... or if they do, they say they were un qualified... Then they submit a form to the government allowing them to hire a minimum wage foreign employee, who has zero experience.
It's all a scam to pay the least amount of money, and keep the richer rich. I know USA has a lot of immigrants / illegals working in farming - Do you think if the job paid $30 an hour, locals wouldn't be willing to do the work? Yes. it's work no one wants to do... but it's more like work no one wants to do for $5 an hour. Most mcdonalds franchises make 600k a year in profit, on average, according to google. Pay a couple bucks more to get above minimum wage, and You'll get a lot more people wanting to do the jobs.
