Im not sure... If you pulled off the damper and pull ink does ink come out? You really need to verify that the cartridge valve is working properly. Then swap the dampers (even though they are new). If the problem remains with the cyan then I would assume that there is a leak between the damper...
You could also swap the lines going into the dampers of the cyan with the lines going into one of the adjacent colors. This would confirm whether the issue is before or after the damper.
Are you trying to say that you lose your cyan head in between prints? It prints fine until it goes to the capping station then your cyan drops out? What about when you get to work in the morning? Is your cyan printing when you first turn on the machine?
The 4x8 print time was just a benchmark for you to go off of. Yes you can run multiple sheets through the machine at the same time. The only issue would be the edges cupping up but you would run into that problem with a single sheet as well. We usually just tape the corners down or raise the...

Are you seeing fisheyes or just a blotchy looking print? Is it throughout the whole print relative to ink coverage or is it just a few here and there in a random placement?
Oh so I thought the vp was like the sp with black and cyan on the same head. Well can you pull the heads and swap say cyan and magenta? Or if it would be easier just switch the ribbons so that cyan is receiving magenta data and vice versa? Either of these tests would rule out a lot. And soaking...
