We make edge lit signs here and I don't see how that could be one. It isn't clear acrylic, it has color and there is no housing for lighting/controller or discernible light source on the edges.

Usually when using contact cement/adhesive you're supposed to apply to both surfaces. I would be weary of any adhesive where that wasn't required. That specific spray says it's for permanent or temporary so I would be hesitant to use it. I would try 3M 90 or something similar and spray both...
