Theres an idea, that would explain the spot cracking without the ink being sufficiently faded for it. And it does look like a worn down matte finish of old liquid lam.
The lam definetly seems to be on the cheaper side. Not uncommon for a lower quality better price laminate. Especially since the color on the wrap isnt too faded to account for the amount of cracking.

There are members here that have built their own custom built CNC router machines. I know there are kits online for them that are around 4-10k depending on all the bells and whistles. Maybe you could try asking someone that has done that. here is a kit site, havent tried them but they have more...
Try saving it as a .tiff. I dont know any details about it really but I know it happened to me and saving from eps or psd to pdf gives me crap colors but if i save it as .tiff i get what im looking for. I found this out when we were matching colors for shell, I dont know any details about it but...

Even if your customers were thinking about something in the back of their head they are going to want to get it done before you leave.

Arnt there machines that can just buff all that off. Normally I would say charge as much as you would charge to put it on but this thing looks a hot mess.
That would really depend on where its going and how long is "Long Term". Even the coating wont stop all the dirt and grime and all the other nasty things that get stuck in the holes from making it look worn out.
We use MagX magnetics and we load it in the machine and print directly on the surface after adjusting head height a little. Unless you have some sort of cnc machine then X-acto is probably your best bet. At least thats what I would use to cut out a design, maybe not rounded edges there are...
We did some before, we ended up using a blockout banner media, the matte finish got rid of any flash and the material is pretty heavy so it hung great.
