Was gonna say it could be polycarb, that can be thermoformed at low enough temps to not destroy a print (as low as 125f), but this looks a lot thicker. Sintra is an expanded PVC, that can be thermoformed too, but not sure of what temps it needs.

Those are a pain in the... If you expand all the layers you'll find the shape files for each clip group. If yer' lucky you can duplicate just the clip shapes into a separate layer, combine them and use that to make your cut shape file. Then save it as an AI or EPS.
