If this printer is a few years old and those nozzles are unrecoverable, then it might be one of the heads going out. Try running it in single head mode to isolate which head it is. You can also try a CMYK-only profile to see if it is one of the CMYK heads or one of the "additional color" heads...
You have more than a few bad nozzles in your test print. Do you know how to clean your printer properly? (serious question, not a jab at you)

The file has to be set up correctly as overprints & the correct spot color that your machine recognizes. It also can't do overprints/spot colors with transparency.
The RIP also has to be using the correct color profile that includes the use of Spot White.
We use PVO for templates.

We have three and have never had this issue or this poor of a print. Sounds like you need a new service tech/dealer.
Also, the "quality" of the print overall itself looks questionable here. What DPI is this file set up at?
We use Onyx to increase the color/saturation in the RIP itself. We have certain percentages we use regularly for things like this. You will have to experiment as your ink & color profiles are different, but 35% might be a good place to start.

Get a "Bill Collector" or "Big Squeegee" and do large passes to get it down most of the way, then go back over it to get any remaining air out. I'm pretty sure IJ35c is air release, right?

Store everything vertically. You can remove ANY sheet you want from any slot. Easy to sort materials and easy to load/unload.
