Red on black is a bad idea. Red is a dark color and lacks contrast against Black. You may be able to read it up close with little excitement but will look like a mud puddle from a short distance. Hang a 20ft. sign w/ double sided tape?

Red takes time but they should be dry by tomorrow. Was the paint sitting around for a while? if so was it mixed well? You could put them in a small room with a space heater.
